Commercial Recycling

Upper Leacock Township Ordinance 2010-02 establishes a recycling program within the Township in accordance with the Lancaster County Solid Waste Management Authority plan and the requirements of Act 101 of the Commonwealth Of Pennsylvania. Ordinance 2010-02 was enacted on October 21, 2010. Recycling is mandated in the state of Pennsylvania for municipalities of 5,000 or more residents. By Ordinance, recycling is required by all residential units, multi-family units and non-residential units. Non-residential units are defined as “all commercial, municipal and institutional establishments, all community activities and all farms, excluding residential units and multi-family units”.

Ordinance 2010-02 further explains that each owner or occupant of a nonresidential unit (commercial, municipal, and institutional establishments) shall source separate the following recyclable materials:

  • Clear glass
  • Colored glass
  • Aluminum
  • Steel
  • Plastic
  • Yard waste
  • High grade office paper
  • Corrugated cardboard
  • Tires
  • White goods
  • Newsprint

In order to meet the requirements of Ordinance 2010-02, commercial establishments may recycle in the following ways:

  • Arrangements with a selected hauler by the commercial establishment for pick up by a hauler who is permitted to haul trash/recyclables in Upper Leacock Township (see the Township website for permitted haulers) or
  • Transportation of the recyclables by the commercial establishments to various recycling institutions.

To further explain, each business in Upper Leacock Township should receive an annual request from Upper Leacock Township for total weights of items recycled. If your business uses a commercial hauler to pick up the recycled items, simply return the form with the name of your hauler. Your recycling totals are manifested by your hauler. If your business takes items to a recycling center or uses a private vendor, then a weight manifest from the vendor or center needs to list and certify the total weights of the items recycled. This list should be given to your company and forwarded to Upper Leacock Township as part of your annual recycling report. It is recommended that your business designate an employee to keep a file of these manifests to be prepared and returned with the annual report.
